TechCongress is a growing non-partisan startup non-profit that bridges the divide between Congress and the technology sector by placing tech savvy individuals to work with Members of Congress and Congressional Committees in order to build capacity in Congress, train cross-sector leaders who can understand the challenges in government and in the technology community and keep Congress up to date about the latest challenges and opportunities relating to technology. Since 2016, over 55 Fellows have served with the most influential offices in Congress including Senate Minority Whip John Thune (R-SD), House Speaker Nancy Pelosi (D-CA), Sen. Ron Wyden (D-OR), Rep. Will Hurd (R-TX), Sen. Tom Cotton (R-AR), Sen. Elizabeth Warren (D-MA), and many others.

Position Summary

The Program Operations Manager will lead all aspects of organization's program operations including grant reporting, compliance, administration and finance. They will develop a program operational vision and administrative strategy to build internal grant reporting and and infrastructure processes to allow TechCongress to deliver on its mission and realize opportunities for growth. Reporting to the Senior Advisor, they will work directly with a spectrum of internal and external partners on all organizational activity. This is an exciting opportunity for a team player who enjoys thinking strategically and systematically to build, lead and continuously improve operations in a fast-paced environment dedicated to driving excellent outcomes.

Key Responsibilities

  • Create regular budget and grant reports to ensure contract compliance, create accurate and timely reporting on deliverables;
  • Oversee organization-wide operations by identifying, recommending, and implementing new processes, technologies, and systems;
  • Develop operational systems and build upon these systems as organization scales;
  • Manage and coordinate with external consultants in IT, finance, payroll, etc. to ensure processes are efficient and streamlined;
  • Train new staff, Fellows and contractors on organizational policies including reimbursement procedures;
  • Support relationships with new and prospective funders, including communications and reporting about current and potential new programs;
  • Manage internal billing, payment, and reimbursement processes;
  • Manage annual financial audit process and oversee other financial compliance; and
  • Other related responsibilities as assigned.

Qualifications, Skills & Experience

  • Minimum three years operations with accounting experience preferable in a nonprofit organization;
  • Demonstrated project management with grant budgeting and reporting experience;
  • Demonstrated ability to operate with a do-what-it-takes, flexible attitude;
  • Exceptional attention to detail and accuracy;
  • Excellent written and verbal communication skills, including the ability to communicate effectively with a variety of audiences;
  • Ability to travel when required;
  • Ability to lead with a learning and solutions-oriented mindset, and demonstrated ability to persevere through challenges;
  • Can work in a nonpartisan environment without a political agenda;

Benefits include 20 days PTO in year one, then 30 days for all years following; health, dental and vision insurance, currently 9% employer contribution to 401(k); Relocation assistance up to $2500; Annual continuing education stipend of $1500; Closed between December 25-January 1.
